The Cockaigne Public Health Act 2005
All residents must receive an inoculation of the revolutionary vaccine developed by Cockaigne Pharma. This is a multi-spectrum anti-viral and anti-bacterial vaccine which protects residents from many, but not all infections. A side-effect of the vaccine is that the residents become less ashamed of their bodies, nudity and sex.
Stop & Strip Search
Cockaigne has augmented the ‘Police & Criminal Evidence Act 1984 (PACE) in relation to stop and search powers.
Security is empowered to strip-search any person they have reasonable cause to believe they have, or about to, engage in criminal activity or antisocial behaviour. This may also include a cavity search if it is deemed necesary.
Nudity and sexual activity is accepted in any area within the Parish boundary of Cockaigne. This includes at the workplace, at home, communal gardens and parks, or on the streets. As nudity is commonplace, all toilets and changing areas are communal and unisex.
The Age of Consent
The general age of consent in Cockaigne is sixteen, which coincides with the rest of the UK. However, Cockaigne has a provisional age of consent of fourteen. The provision being that those persons engaging in sexual activity must be between the ages of fourteen and eighteen. This acknowledges that young teenagers are increasingly likely to start having sexual relationships with their peers at a younger age, but this provision helps prevents youngsters from being exploited and abused.
Permitted Sexual Activities
Cockaigne does not outlaw any sexual practices between consenting persons, this includes incest, bondage and sado-masochism.
By definition, any sexual activity with animals remains prohibited as they cannot be deemed to have given consent.
Due to the body freedom nature of Cockaigne, there are no offences of exhibitionism and voyeurism.
Non-residents should be accompanied by residents at all times or obtain a visitors pass from Cockaigne Security, this includes all holidaymakers.
Security may inflict an immediate provisional punishment for misdemeanours. The offender may accept the punishment, in which case they will not be detained and there will be no permanent note on the resident’s record or if the offender wishes to contest the alleged infraction then the case will be referred to the duty judge.
For more serious infractions of the laws, a provisional punishment will be given and immediately referred to the duty judge for investigation.
A provisional punishment cannot be revoked, even if the accused is determined to be innocent. Where guilt is suspected or likely, then the offender is sent to trial by a judge who can issue harsher punishments, including incarceration and corporal punishments.
Punishments can be carried out at the discretion of the head of the family or Cockaigne Security. However, the family cannot overturn any punishment decreed by security.
The punishment regime available to Cockaigne Security and the Judiciary is wide and varied. Punishments are determined by the arresting officer or duty judge and they have sole discretion regarding the penalty and is usually dependant on the severity of the offence.
All offences investigated by a judge are recorded in the residents, or visitors, permanent security files and past offences will be taken into account when determining sentences for further offences. Serial offenders are treated harshly.
The punishments listed are ordered by the severity level, starting with the least severe and may be issued alone or in combination.
List of Punishments
The following punishments are available to Cockaigne Security without the offence being investigated by a judge.
Generally used for minor misdemeanours of non-violent, anti-social behaviour of first offenders and visitors.
Usually used in combination with enforced nudity. The offender is left with their hands bound behind their back and allowed to go free. The restraint may be cut by any resident or visitor at any time. The punishment is designed to cause further inconvenience and disruption to the offender.
To be inflicted for repeated non-violent, anti-social behaviour and verbal abuse of first responder (emergency) services. Despite nudity being encouraged in Cockaigne, new residents or visitors may be reluctant to embrace nudity and this sanction is designed to help them adjust. Nudity is also not convenient in all situations, so the punishment is expected to cause the offender aggravation.
Type I Punishment Ring
A cock ring fitted around the testicles and penis. To be used in conjunction with enforced nudity. The cock ring keeps the wearer in a mostly semi-erect state and is used as a device shame the offender in front of the other residents and visitors.
Type II Punishment Ring
This is similar to a Type I Punishment Ring. The Type II has the additional effect of preventing the wearer from ejaculating. This punishment ensures the offender cannot gain any sexual release. When engaging in sexual activity, if the wear approaches orgasm, the ring causes intense pain to the testicles, preventing ejaculation. This is used for persistent offenders and minor violent offences.
Male Genital Encasement
This is commonly known as a cock cage and is used to prevent the offender from engaging in any form of penetrative intercourse; they may, of course, be on the receiving end of penetrative sex.
Developed by Cockaigne Pharma, the ePill keeps the offender in a continual state of sexual arousal. It is often used in conjunction with other punishments and rarely used on its own. Although sexual freedom is a tenet of Cockaigne life, being perpetually aroused causes considerable discomfort and inconvenience.
An offender may only be subject to the following punishments after due consideration of the evidence and sentencing by a judge. These punishments are reserved for serious and violent offences and include corporal punishment, humiliation and enforced servitude.
Depilation of Body Hair
Removal of all body hair using a depilation cream produced by Cockaigne Pharma. Depending on the strength of the active ingredient, depilation will last for either 1 month, 3 months, 6 months or a year. A full-strength cream will remove hair permanently.
An offender is not sentenced to a specific number of lashes or use of a specific tool, rather the offender is flogged dependant on the person exacting the punishment and the desire of the crowd watching. Several tools are used such as the birch, cane, whip or carpet beater to name a few. The offender is always naked as the sentence is carried out and usually bound to the punishment frame.
Enforced Nipple Piercing
The nipples are pierced if they aren’t already, and thick metal rings are inserted which cause tenderness. In some cases, the nipple rings are connected using a heavy chain which asserts a constant pull on the nipples causing constant pain and irritation. The chain also enables further pain to be inflicted to ensure compliance.
Non-Consensual Sexual Intercourse
In the case of male offenders, they are sodomised by a pre-described number persons each week for a prescribed number of weeks. Female offenders are either vaginally or anally penetrated.
Prior to the ultimate sanction of incarceration, is enforced servitude. The offender may be sentenced to servitude for any period between 3 and 24 months. The offender will also be assigned to the service of a nominated person (usually the victim). Should the offender be sentenced to incarceration, they may opt for indefinite servitude with the expectation that they will never be a free resident again.
The Punishment Centre
An anonymous resident known as The Punisher performs all corporal punishment, body piercings and depilation at the punishment centre. It is a wooden stage on the centre of a patch of grass and enables any residents the opportunity to witness the punishments being carried out.
Enforced nudity for six months, genital encasement and depilation of body hair (except on the head and face) for three months. Attendance at the punishment centre every Thursday evening for one month to receive corporal punishment.
Enforced nudity for twelve months, genital encasement and depilation of body hair (except on the head and face) for six months. Attendance at the punishment centre every Thursday evening for two months to receive corporal punishment.
Enforced nudity for eighteen months, genital encasement and depilation of body hair (except on the head and face) for twelve months. Attendance at the punishment centre every Thursday evening for three months. Enforced piercing of the nipples and nipple rings must be worn at all times. The offender will also be assigned to the service of a nominated person (usually the victim) as a personal slave.
Enforced nudity and the assignment to the service of a nominated person (usually the victim) as a personal slave for twenty-four months. Genital encasement and depilation of body hair (except on the head and face) for twelve months. Attendance at the punishment centre every Thursday evening for twenty-four weeks. Enforced piercing of the nipples, nipple rings must be worn at all times. The nipple rings will also be connected to each other by a chain for twelve months, after which the chain will be removed, but the nipple rings will remain in place for the duration of the sentence.
Enforced nudity and depilation of body hair (including on the head and face) for life. The offender also becomes the property of Cockaigne and will be auctioned off to serve the buyer as a personal slave for life. Enforced piercing of the nipples and nipple rings must be worn at all times.
